Our Homeland Security Sector seeks qualified candidates to support program analysis, assessment, and evaluation; training design and development; doctrine, development of guidance and tools; communications; and provide programmatic support to our homeland security clients, partners, and stakeholders. Successful candidates will have a bachelors degree and seven years of demonstrated professional experience(Master’s Degree can be substituted for two years of experience) in experience with federal contract and project management and emergency management or resilience.

Responsibilities

  • Support project planning and oversight of project-level tasks (e.g., developing project plans, approaches, and methodologies; providing guidance and oversight to project teams) and client engagements as part of a project team.
  • Lead and support tasks and team members as part of an integrated client delivery team to anticipate and solve challenges related to resilience policy and emerging interagency resilience opportunities.
  • Design and facilitate virtual and in-person meetings, workshops, and offsites with FEMA, federal interagency, and state, local, tribal, and territorial (SLTT) stakeholders.
  • Coordinate analytical approaches and oversee comprehensive analysis of information, materials, and stakeholder feedback to author and adjust documents that support resilience, mitigation, and community-based program delivery.
  • Lead and direct analysis and research on emergency management policy-, doctrine-, and operations-related topics, such as resilience and risk reduction operations.
  • Develop and refine policies around new ways of delivering resilience with communities.
  • Develop coordination and collaboration resilience resources for use by FEMA and its partner agencies.
  • Scope, design, and lead the development of concise, clear, and easily consumable assessments, reports, memoranda, and presentations on complex information, including interagency resilience topics.
  • Provide strong attention to detail and quality control/quality assurance on client products.
  • Mentor and be an effective resource to junior staff to develop their fundamental skills and client delivery capabilities.

Qualifications

  • Bachelor’s Degree in political science, public policy, social sciences, journalism, homeland security, emergency management, public health, climate resilience, community planning, or other relevant field
  • Minimum seven years of professional experience (Master’s Degree can be substituted for two years of experience)
  • Relevant, professional experience supporting in some of the following: policy-related resilience projects, planning, and project management; experience with the delivery of technical assistance in a community environment and community-based outreach and engagement expertise; engagement with diverse community organizations (non-profits) and state, local, territorial, tribal (SLTT) governments supporting their diverse risks and needs; and/or knowledge of Federal resilience programs and the relationship to the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL)
  • Ability to earn a favorable Public Trust clearance and/or DHS Suitability
  • Ability to attend client meetings or work onsite with the client in Washington DC - candidate must be in the DC metro area
  • Demonstrated organizational skills with agility to move from strategic (defining project objectives and designing deliverables with a team) to tactical tasks (drafting reports and memos, preparing PowerPoint briefings, reviewing deliverables) as needed
  • Demonstrated writing, communication, and critical thinking skills
  • Advanced experience with Microsoft Office Suite (Visio, PowerPoint, Word, and Excel)
  • Understanding of impact of emerging and evolving federal mitigation and resilience programs at the federal, state, local, tribal, and territorial level preferred
  • Demonstrated understanding of fundamental emergency management principles, interagency engagement and communications strategies, and emerging resilience and disaster risk reduction policy

The minimum starting salary for this position is $85,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
