Position Overview
The Department of Innovation & Technology (DoIT) is seeking a highly skilled and organized individual to serve as a Project Coordinator/Business Analyst in the Business Alignment Section of the Department of Innovation & Technology (DoIT). In this role, you will perform complex professional and advisory assessment and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications. Additionally, you will write user stories, use cases, and program specifications. This position serves as a project team coordinator on complex projects and analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing and documentation process.

Essential Functions
- Under administrative direction, serves as the Project Coordinator/Business Analyst performing complex professional and advisory assessments and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications in the Business Alignment Section of the Department of Innovation & Technology (DoIT).
- Participates in design, testing, training, knowledge transfer, system tuning, and system implementation to translate and track results of business analysis through entire System Development Life Cycle (SDLC) and to ensure requirements traceability throughout software development.
- Serves as a project team coordinator on complex projects determining and coordinating project components such as project scheduling and assignments.
- Develops, analyzes, and recommends new procedures and techniques to improve requirements gathering and/or requirements management, articulation, process and data modeling, testing, and documentation process.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience as Business Analyst and/or project coordinator conducting business discovery sessions, capturing user journey, business scenario, process mapping, business process re-engineering, business analysis, requirements gathering for highly complex enterprise-wide initiatives and producing respective business artifacts.
- Requires two (2) years of experience working within the System Development Life Cycle (SDLC) using both Waterfall and Agile methodologies, with a demonstrated ability to select the appropriate methodology for enterprise-wide projects or programs.
- Requires one (1) year of professional experience conducting process analysis, design, modeling, reengineering, and process visualization with a demonstrated ability to assess, optimize, and document workflows to enhance operational efficiency.
- Requires two (2) years of professional experience in gathering, analyzing, and managing business and system requirements ensuring alignment with project objectives and stakeholder needs.
Preferred Qualifications
- Three (3) years of professional experience as Business Analyst and/or project coordinator conducting business discovery sessions, capturing user journey, business scenario, process mapping, business process re-engineering, business analysis, requirements gathering for highly complex enterprise-wide initiatives and producing respective business artifacts.
- Two (2) years of experience working within the System Development Life Cycle (SDLC) using both Waterfall and Agile methodologies, with a demonstrated ability to select the appropriate methodology for enterprise-wide projects or programs.
- One (1) year of professional experience conducting process analysis, design, modeling, reengineering, and process visualization with a demonstrated ability to assess, optimize, and document workflows to enhance operational efficiency.
- Two (2) years of professional experience in gathering, analyzing, and managing business and system requirements ensuring alignment with project objectives and stakeholder needs.
- Two (2) years of professional experience using project management and collaboration tools such as MS PowerPoint, MS Visio, MS Project, MS Teams, Azure DevOps, or similar platforms to support project planning, documentation, and workflow management.
- Developed verbal and written communication skills to effectively convey technical concepts to non-technical stakeholders, ensuring clarity and alignment in business analysis and system development.
- Ability to facilitate a shared understanding of project scope, challenges, and solutions among stakeholders, ensuring alignment and clarity throughout the development process.
- Ability to translate business use cases into clear and comprehensive business, functional, technical, regression, performance, and user experience requirements to support effective system design and development.
- Ability collaborate and negotiate with business and technical stakeholders to assess, refine, and align on optimal solutions that meet project and organizational objectives.
- Ability to coordinate a multi-level team on complex projects, ensuring seamless collaboration, task alignment, and successful project execution.
